Areas affected...Eastern Texas...Far Western Louisiana

Concerning...Heavy rainfall...Flash flooding likely

SUMMARY...Flash flooding, some significant to extreme, is expected
to continue due to heavy rainfall from Tropical Depression Edouard
across eastern Texas. Lesser impacts are possible across far
western Louisiana. A slow north-northwest storm motion and
training tropical rainbands with hourly rainfall totals of 3+
inches will support this over the next several hours.

DISCUSSION...The circulation of Edouard continues to look
well-defined on radar with rainbands wrapping around the southern
and eastern side of the circulation as it slowly moves northward
across eastern Texas this morning. IR satellite imagery shows the
maintenance of cold convective cloud tops with temperatures as low
as -65 C, suggesting the maintenance of intense updrafts with the
system and supporting the extreme rainfall rates exceeding locally
3+ inches/hour.

A particularly intense and persistent rainband was in place this
morning across Liberty, Hardin, and Tyler Counties. Rainfall
reports of 10 to 18+ inches of rain have been reported in the area
with reports of extreme flash flooding, inclusive of one Flash
Flood Emergency issuance. Additionally, persistent heavy rainfall
associated with Edouard's inner core and related CDO has been
noted as well with high rainfall rates of 1 to 2+ inches/hour.

The environment around Edouard continues to support heavy to
torrential rainfall with southerly moisture transport from the
Gulf leading to CAPE of 1000-2000+ J/Kg and a surrounding bubble
of anomalous moisture as indicated by PWATS in the 2.0-2.5 inch
range. This continued inflow of energy from the Gulf will continue
to foster development and the maintenance of stronger convection
and some organized banding potential.

Edouard will continue to move slowly north-northwestward across
eastern Texas. The slow storm movement and the radar estimated 3+
inch rainfall rates will maintain the potential for significant
rainfall accumulations and higher-end flash flooding impacts. An
additional 3 to 6 inches or rain with localized 8 inch amounts is
forecast going through 21Z (4PM CDT).

The highest flash flood impacts are expected to be across Liberty,
Hardin, and Tyler Counties where rain continues to fall over
flooded areas. However, some northward expansion of higher end
flooding impacts into downstream counties of Angelina and Saint
Augustine are expected as the heavy rainbands drift northward.
