At 900 PM CDT...Francine was located over southeastern Louisiana,
with a northward track toward southern Mississippi. Moderate to
heavy rainfall was occurring over portions of southeastern
Louisiana and southern Mississippi. Feeder bands of convection
were identified moving into coastal Mississippi/Alabama. Below are
preliminary rainfall and wind observations associated with
